If I have a valid health insurance and I’ve been injured because of another person’s fault, am I entitled to claim my medical expenses twice? The answer is yes. Both from the insurance company that you maintain a health insurance contract with, but also from the person at fault and who responsible for your injury or (if any) his/her insurance company.
In case of a car accident, the driver is obliged, by law, to maintain an insurance coverage for causing any damages to property or injuries to a third party. In this case you are also entitled to get compensation for your medical expenses from both insurance companies.
In some cases, a health/medical insurance contract includes a right called the 'subrogation' right by which a right is given to the insurance company to claim medical expenses or any other amount specified in the contract, directly from the insurance company of the person at fault.
